HISTORICAL NARRATIVE

1 AIR DIVISION, RCAF, METZ, FRANCE
Organization and Management
Period from 1 Jun 61 to 30 Nov 61

NARRATIVE REPORT

Jun 61

The Safety Equipment Technician establishment in 1 Air Division was increased by 40 positions to accommodate added SETech responsibilities (oxygen, ejection tents, fire extinguisher systems). Corresponding deletions to total 40 were made in ITech, M&WTech, ETech, and AE/AF Tech trades.

Aug 61

The Flying Control establishment at 30 AMB was reduced in conjunction with reduction of normal airfield operating hours to 0800-1800Z. At the same time the Fire Fighter establishment at Langar was reduced and increased at the four continental Wings. The four Wings were increased to 25 Fire Fighters at 2, 3, and 4 Wings, and 32 at 1 Wing, 1 Wing being categorized as a heavy transport unit.

Oct 61

The Intelligence staff of 1 Air Division HQ was increased by one S/L and one F/L to lay foundations for CF-104 Target Folder commitment.

The Security Force of the Metz Complex was assigned to Support Unit, Metz. Previous AFP establishments were maintained at Support Unit, Metz, and at 61 AC&W Squadron,

The Air Division ceiling was increased by 250 positions to a new total of 6506. The increase consisted of 82 officers and 168 other ranks and was applied to operational squadrons (including 109 Com Flt and 137 (T) Flt) as aircrew and technical tradesmen positions.

15 ClkAdm (Steno) positions in 1 Air Division were converted to ClkAdm due to a general shortage of steno qualified typists and a survey conducted to determine the actual times spent by stenographers on stenographic duties.

The Trade of Station Warrant Officer was introduced. Previously SWOs were WO1 tradesmen annotated for Station Warrant Officer duties. At the same time Support Unit Metz establishment was adjusted to include a WO1 Station Warrant Officer vice the previous WO2 Disciplinarian.

All WP establishments other than AW rank were integrated with the male positions. This is in accordance with AFHQ/Personnel Policy whereby WP are no longer on separate establishments but are now in competition with male personnel on promotion.

Nov 61

All General Duties positions were removed on deletion of the trade. The majority of positions were re-established as Clerk General, Supply Technician and/or Cleaners.

The RCAF Advisory Group at GAF Oldenburg disbanded on completion of that task. These positions were not a portion of the NATO establishment and the totals consequently reverted to AFHQ.

During this period the 30 AMB/312 SD establishment were reduced by 34 Service and 26 Civilian positions as a result of the gradual run-down of Langar activities.

NARRATIVE REPORT

Integrated Air Defence

The long sought-after goal of integrated air defence became effective on 1 Jul 61, and this will do much to improve the Command and Control of the air defence forces in the Aircent region. Whereas, previously, the operational control of air defence forces did not pass to SACEUR until after the outbreak of hostilities, the new policy has placed all of the air defence forces of western Europe under SACEUR in peacetime as well as wartime. This control has been delegated by SACEUR to the various ATAF Commanders. There have bee reservations to this new policy in some areas but, generally, it has been enthusiastically accepted.

This major step has been further augmented in the 4ATAF area by the establishment of a firm chain of command, which would be implemented if 4ATAF was eliminated as a result of enemy action. In this case, it has been established that responsibility for the command of 4ATAF forces would pass, in turn, to the commander of 1er CATAC, 1 Air Division, and Tactical Division South.

CF-104 Planning

Preparatory work for the de-activation of the Sabre squadrons, the disbandment of the CF-100 squadrons, and for the subsequent introduction of the CF-104 aircraft into 1 Air Division during 1962 has shown good progress. It is expected that the phase-out of the Sabre and CF-100 squadrons will proceed as planned, and that all support facilities, both operational and domestic, will be ready by the time the CF-104 aircraft arrive in Europe. The activation of the CF-104 squadrons will mark a change in the role of 1 Air Division from that of Air Defence to Strike Reconnaissance. A number of problems have developed during the planning, but it is anticipated, that these will be resolved in sufficient time to allow the first squadrons to become combat ready on schedule.

Logistics System

Air Division preparations were completed for the introduction of the Yukon aircraft into trans-Atlantic service for the air logistics and personnel support of the Air Division. 1 Wing, Marville, was designated as the European port-of-entry for this aircraft with 4 Wing as the alternate base. A terminal building was constructed at Marville and opened on 6 Nov 61, and dining facilities and overnight accommodation for transient service and DND personnel, and their families, has been provided through modifications to existing buildings. A hard-stand was completed at 4 Wing, Baden-Soellingen, in the event that a diversion requires the Yukon aircraft to use that base in lieu of Marville.

With the change over from trans-Atlantic surface to air transport, the RCAF Movements units in Europe were re-organized. 6 Movements Unit in Paris was disbanded at the end of 1961, and 5 Movements Unit at Langar was moved to Marville and re-designated 5 Air Movements Unit. Personnel from Langar and Paris moved to Marville to form the nucleus of 5 Air Movements Unit. This new unit is now responsible for all movements of personnel and materiel to and from Europe.

As a result of the introduction of this new means of Air Division trans-Atlantic support, an enlarged Continental and domestic transport system, between the trans-Atlantic terminal at Marville, the Air Division Wings, the United Kingdom, and the Canadian Army at Soest in Germany, will be introduced. The Dakota and Bristol aircraft of 109 Communications Flight and 137 Transport Flight, along with road transport, will be used for this purpose. Plans for the transport of this increase in personnel, baggage, and logistic support were finalized in 1961. The Bristol aircraft will continue to assist the fighter squadrons to deploy to the Air Weapons Training Installation in Sardinia for practice air-firing and to their deployment fields during exercises.

The introduction of direct air logistics support by Yukon aircraft has made it possible to plan for the progressive run-down of 312 Supply Depot at Langar. This run-down is being carried out gradually and should be completed by mid-1963.

ACE Mobile Force

In 1959 SHAPE proposed the introduction of a mobile force of aircraft, which could be deployed on short notice in the event of local tension arose within the European and near middle-east region of NATO. The existence of this force would demonstrate NATO’s determination to resist aggression in any form, and particularly strengthen the NATO capability on the flanks. Insofar as the RCAF was concerned, this meant assigning one IDF Sabre squadron to be deployed to the Southern region, that is Greece or Turkey, when required by SACEUR. During 1961 the plans for the Allied Central Europe Mobile Force were finalized, and RCAF T-33 aircraft were deployed to Greece to test the feasibility of the RCAF portion of the plan. In Oct 61, 439 Squadron was assigned to the ACE Mobile Force, and it is planned to carry out further deployment exercises in the near future to test the ground support facilities.

Move of 137 Transport Flight to the Continent

The move of 137 Transport Flight to the Continent has been deferred until at least 1 Jul 63.

International Agreements

France

On direction from AFHQ, attempts to obtain a fourth deployment airfield have been abandoned pending a decision in future use of deployment airfields.

The Annual Memorial Services were held at Jalhay, Belgium, on Sep 61 in memory of six RCAF officers killed near this site in Sep 44. F/O JPUGC Desmarais of 1 Wing was in attendance as the representative of the Air Officer Commanding. G/C Beggs, RCAF Air Attache in Belgium, was also present at the ceremony.

The annual ceremony of La Toussaint, All Saint’s Day, was celebrated on 1 November in Metz and Toul. A/C DAR Bradshaw attended the ceremony at Metz Chabiere Cemetery. W/C OC Brown was in attendance at Toul and Choloy Cemetaries and laid wreaths with French and American officials at local cemeteries.

4 Aug 61

The transmission of classified mail between Canada and 1 Air Division Units was placed under the control of Canadian Postal Corps mail service to facilitate the movement of mail. Classified mail previously had been transmitted by Diplomatic Bag channels. This change in procedure has reduced delivery time by one half from Canada to destination point in 1 Air Division of mail in this category.

CHOLOY CEMETERY, FRANCE – EXTENSION FOR DEPENDENTS

Jul 61

Arrangements were completed with the Commonwealth War Graves Commission to permit the burial of Service dependents, and members of the civilian component of RCAF Units in Continental Europe, in the new extension to the non-war section of Choloy Cemetery, France. Effective 1 Aug 61 personnel have the option of selecting burial place for deceased dependents. Perpetual care and maintenance of the cemetery will by the responsibility of the Canadian government, but funeral and interment charges are borne by the individual.

CANADIAN SAVINGS BOND CAMPAIGN – 1961

The 1961 Canada Savings Bond campaign conducted within 1 Air Division proved to be the most successful on record. Total sales amounted to $1,922,200.00, an increase of 3% over the 1960 total. Approximately 58% of all Air Division personnel subscribed to this bond issue.

POPPY SALES

The response to the 1961 Poppy Campaign was most gratifying. Contributions amounted to over $1600.00, an increase over the totals for the previous three years.

RECREATION

There were no basic changes in recreation for the period. The fastball league completed their usual summer schedules as did the Little League and Pony League baseball teams.

Mr. Peter Carey, Arts and Crafts specialist from AFHQ, toured the Wings and spent about four or five days at each unit. He held classes and did instructional work to interest people in various crafts.

From time to time films of WIFU Football games were received and despatched to the various Units. Although these films were to be received regularly every week there was difficulty in the transportation of them via TCA. As a result some films were three or four weeks late and a number of them would be received at the same time. This method of receipt was not feasible and some units were not interested in the films being received so later after the games were played.

The ten top large-bore rifle shooters attended the DCRA meet in Canada and one of the shooters performed exceptionally well.
