On 4 Sep 65 the responsiility for Airborne Telecommunications was transferred to the STSO Branch. F/L Blyth was transferred from SOTel to SOArm on 4 Sep 65 to take on the airborne responsibilities under SOArm.
PART II - INSTALLATIONS
RX Sites
A new building was completed on 15 Dec 65, for the housing of communications receiving equipment at Marville. The equipment was re-installed with no loss of operating capability.
TX Sites
Marville. Negotiations with French authorities are still being conducted for permission to employ Rocroi as an HF transmitting site for 1 Wing.
Decimomannu. NATO authorities have installed a receiving facility in close proximity to the RCAF transmitting site. There is a good possibility that interference will result between the two facilities. Actual testing has not yet started, but Air Division will monitor the tests when started.
LF/MF Beacons
Grostenquin. Arrangements are in progress to transfer the maintenance responsibility for this particular beacon to the French Air Force authorities. 601 Tel Sqn is the maintenance agency until the French agree to take over the beacon.
3 and 4 Wings. Approval has been received to replace the existing infrastructure beacons at 3 and 4 Wings with the RCAF type beacons. Target date is 31 Mar 66.
Tacan Beacons
Another unsuccessful attempt to install TRN17 Tacan beacons was made in Aug 65. The project failed and is now held in abeyance pending the correction of technical deficiencies in the equipment.
Rapcon Units
The project to remove the extended range capability from Air Division Rapcon Units was completed on 18 Oct 65. All Rapcon units are now capable of only 40 mile coverage.
3 Wing Problems A concerted effort was made to correct the "radar hole" problem existing at 3 Wing, to no avail. Negotiations are under way to assess a modified GCA unit presently under evaluation at Aviano Air Base, Italy in the 3 Wing environment.
4 Wing This unit's Rapcon was damaged by fire on 13 Dec 65. The estimated time out of service is expected to be about 2 months. GCA coverage was available throughout the period by the use of a unit on loan from the USAF.
Convoys
MRC501 Microwave Convoy The Mobile Microwave Convoy based at Wintersburg was destroyed by fire in Dec 65. The estimated damage was approximately $90,000.00. A back-up facility was installed immediately and minimum loss of operational time was incurred.
VHF/FM Portable Radios
Effective 1 Jan 66, 3 Wing was made responsible for the Repair and Overhaul of all Air Division for PRC503 portable radios vice 6RD, Trenton, an establishment increase of 1 Cpl was required and additional test equipment was required.
A programme to convert all 3 and 4 Wing portable VHF/FM radios to a new frequency band was completed on 13 Dec 65. This was made necessary by the fact that MOD Germany requested that we vacate the band already in use at 3 and 4 Wings.
A project was raised by CFHQ to provide an additional 30 portable radios for the security forces at 3 and 4 Wings.
VHF/FM Mobile Radios
A programme to convert 50 mobile VHF/FM radios to a new frequency band at 3 and 4 Wings was completed on 13 Dec 65. This programme ran concurrently with that noted in para two under VHF/FM Portable Radios, above, and for the same reason.
A project was raised by CFHQ to provide 3 and 4 Wings with 54 new VHF/FM Mobile Radios. It is intended that these FM radios replace the obsolescent AM mobile radios presently in use on the Airfield Control Network. 4 Wing will receive 26, and 3 Wing will receive 28.
Fixed FM Radios
At the request of Air Division, CFHQ have agreed to provide 3 and 4 Wing with another fixed station to be used in conjunction with mobile stations on the Maintenance Control Network at these two Wings.
Miscellaneous
In addition to the installations previously referred to, some additional facilities were provided. They are as follows:
Closed Circuit TV in Air Division War HQ At the request of the AOC, a closed circuit TV system was installed in the War HQ. This provides the Commander an immediate appreciation of the status of the various airfields by the scanning of the status board from his remote location.
Electro-Writers. Each of the 3 Wings have now been provided an electro-writer installation between their Met sections and various crew briefing rooms. This provides all recipients of weather reports an immediate status without having to resort to requesting it from the Met section.
Metz-Ottawa Voice Circuit. This circuit became operational the 13 Oct 65 and utilizes the North Atlantic Radio System (NARS) over the Atlantic. A patch panel is installed at the Metz PBX for through connections to the Wings, SOEST, and other formations.
Teletype Re-route, Metz - UK - Canada.This project was completed 22 Dec 65. Teletype landline ALLA Nr 910282 from Metz to Stanbridge was re-routed through Communications Centre South West (CCSW) Hawthorne, UK with breakout facilities at CCSW Hawthorne. This facility enables traffic to be rerouted to and from Canada via CCSW Hawthorne if Stanbridge is out of service.
Distribution Authority (DA) Courier>. The DA courier is no longer required to pick up material from 4ATAF. 4 ATAF courier now delivers material monthly direct to AirDiv DA for onward transmission to AirDiv units.
