ORGANIZATION AND MANAGEMENT ENGINEERING
For the period 1 Jan 66 to 31 Dec 66

PART I - Organization and Establishments

Jan - Dec 66

Air Division establishments decreased by 38 officers and 61 airmen positions and increased by 3 civilian positions during the period.

Organization staff were engaged in the production of planning establishments and organization orders regarding the relocation and reconfiguration of the Air Division during the period.

Oct 66

W/C Murray was posted to SHAPE 12 Oct 66.

Nov 66

W/C CS Olsen from 1 Wing assumed duties of SOOrg&ManEng 9 Nov 66.

Sep - Nov 66

F/L Ash was loaned to SOPersAdmin branch to conduct the 1966 Canada Savings Bond campaign.

PART II - Management Engineering

During the period 1 Jan - 31 Dec 66 all management engineering staff were employed in the following areas:-

  1. Studies of specific functions at one or more of the Wings.
  2. Relocation and reconfiguration planning
  3. Personnel, Operations, and Maintenance cost reduction program.

The following specific studies were carried out by the personnel indicated during the stated periods.

Oct - Dec 66

During the final quarter of the year S/L Roulston and F/L Filleul were engaged in the planning of the relocation of Canadian Units out of France and also the reconfiguration of all 1 Air Division units.

Nov 66

As a result of direction received from the VCDS, in Nov 66 S/L Roulston and F/L Niblett formed part of the Air Division Headquarters committee which studied and recommended a Personnel, Operations, and Maintenance Cost Reduction programme for the whole of 1 Air Division.

Dec 66

W/C Olsen and S/L Roulston produced a revised 1 Air Division Headquarters organization and establishment for discussion at CFHQ.

PART III - Management Analysis Section

Reports Control

Mar - Oct 66

Between Mar and Oct 66, the Reports Control Section, in conjunction with the respective offices of primary interest, made a review in toto of the Air Division Statistical Instructions - Part 5. Of the 101 reports reviewed, 50 remain unchanged, 7 were revised and 44 were cancelled.Over the same period 4 new statistical returns were initiated.

Commander's Monthly Statistics for Management Briefing

Jan - Dec 66

During the year the content and format of this monthly presentation was under continuous refinement either in an effort to make the analysis of the subject more meaningful, or to simplify the visual presentation, or in conformity with direction from the Commander himself. Although, of necessity, this briefing is basically historical, a "projected look" was introduced into those subjects or items where it was possible and gainful to do so.

STATS 3916 - Operational Effectiveness Review

Jan - Dec 66

The refinements evolved as outlined above in the Statistics for Management Briefing were reflected, wherever possible. in the STATS 3916, a semi-annual statistical summary of the major activities of the Air Division.

Stewardship Briefing and Canadian Forces College Address

Oct - Nov 66

The management analysis section was charged with the co-ordination, compilation, drafting and writing of the Stewardship Briefing presented to the CDS and, also, the Canadian Forces College address. Both the briefing and the address were made by the Commander in Nov 66. The briefing was supported by Vu-graphs and the address by 35-mm slides.

STATS 3603 - Daily A/C Maintenance Activity Record

Jan 66

Revised instructions on the compilation of STATS 3603 were inserted in the ADSIs - Part 5. This resulted in the provision of more detailed information on aircraft undergoing scheduled maintenance.

Personnel Changes

In Jun, F/L BA Gunter-Smith was posted in as Org 4 to replace F/L JC Cottrell who was repatriated to Canada in the same month.
