FLIGHT SAFETY & NUCLEAR SAFETY

INTRODUCTION

Jul 66

In the summer of 1966 Nuclear Safety responsibilities were assumed by SOFS and action was taken to delete the NSO Tech/Arm position. This report will cover the two areas separately.

NUCLEAR SAFETY

High standards in nuclear safety were maintained during the reporting period. A total of six Dull Swords occurred in 1966 which compares to nine incidents the previous year. These incidents were of a random nature with no pattern or trend discernable. The 4 Wing dog kennel location problem is still being discussed. Some action is anticipated after the spring capability inspections.

The following nuclear safety surveys were conducted during the year:

  1. A nuclear safety survey conducted by CFHQ/DNW at 3 Wing 18 - 22 Apr 66.
  2. Nuclear safety surveys and security inspection at 4 Wing 5 0 9 Dec 66 and at 3 Wing 12 - 16 Dec 66.

No major deficiencies or observations resulted from these surveys.

FLIGHT SAFETY

Considerable success was achieved in reducing the number of aircraft accidents in 1966. The following accident rates are of interest.

  1. The progressive rate for all aircraft in Air Division in 1966 was 1.3 per 10,000 hours compared to 3.7 for 1965;
  2. The progressive rate for CF-104 aircraft was 1.4 per 10,000 hours compared to 5.5 for 1965; and
  3. three CF-104 aircraft were lost in 1966 for a rate of .86 per 10,000 hours. Nine aircraft were lost in 1965 for a rate of 3.1.

Feb 66

The Flight Safety staff originated the requirement for a Spectrometric Oil Analysis Programme (SOAP) early in the year and a member of the staff followed this programme through to reality. SOAP has been a clear success for the Division.
