13 AIRCRAFT CONTROL AND WARNING SQUADRON,
STE MARIE, PQ

INFORMATION

1 - Prior to the activation of aircraft control and aircraft warning squadrons, Detachments of RCAF personnel are located at each site to take over buildings from the contractor, and to perform other essential administrative services.

2 - Because of the Detachment status of these personnel, it is difficult to introduce administrative procedures which can continue in effect after the date on which limited operations commence. This problem could be minimized by activating the aircraft control and aircraft warning squadrons on an administrative status pending completion of construction and installation of electronic equipment. Such a change in organization status would not affect the phased build-up of the establishments for each of these units.

INTENTION

3 - To activate 13 Aircraft Control and Warning Squadron (13 AC&W Sqn.) Ste Marie, PQ for administrative purposes only.

EXECUTION

Effective Date

4 - For administrative purposes only, 13 AC&W Sqn is to be activated effective 1 Jan 54. For operational purposes, this Sqn is to be activated effective 13 Feb 54, which is the limited operations date provided by Pinetree Project Office.

Role

5 - Prior to the operational date of activation, the role of this Sqn is to:

    1. Take over and maintain buildings and services as they are completed by the contractor.
    2. Provide other RCAF administration as required on the site, and report on the progress of construction.

6 - Subsequent to the operational date of activation, the role of this Sqn is to provide control facilities for fighter squadrons for ADC, as directed by the Sector Commander, 1 ADCC, Lac St. Denis, PQ. In the performance of this role 13 AC&W Sqn is to:

    1. Collect, evaluate, and display information on the air situation within its areas of responsibility for use by military agencies and civil defence authorities.
    2. Provide early warning services within the area of surveillance of its radar.

Command

7 - The officer appointed to command 13 AC&W Sqn, Ste Marie, is to be the Commanding Officer of this Sqn as defined by QR(Air) art 1.02 (xxi) (a) (iii).

Control

8 - Administrative control of this Sqn is to be exercised by the AOC ADC direct. Operational control is to be exercised by the Sector Commander, 1 ADCC.

ADMINISTRATIVE ARRANGEMENTS

Establishment

9 - Establishment code 120 DR 287 is to become effective 1 Jan 54.

Personnel

10 - The transfer or posting of personnel is to be arranged by AFHQ and ADCHQ.

Accounting

11 - This Sqn is to be self-accounting for material, and effective 13 Feb 54, self-accounting for pay also. Between 1 Jan 54 and 13 Feb 54, pay-accounting for this Sqn is to be provided by the CO, RCAF Station St. Hubert.

12 - Treasury Services will be provided as follows:

      1. Material.
        Prior to 1 Apr 54 - CTO, DND, Ottawa, Ont.
        Effective 1 Apr 54 - DTO, DND, 760 Victoria Square, Montreal, PQ.
      1. Pay.
        Effective 13 Feb 54 - DTO, DND, 760 Victoria Square, Montreal, PQ.

13 - For purposes of QR(Air) art 205.30 and AFAO F5.30 this Sqn is not designated a flying unit.

Supply

14 - The provision of material is to be arranged by the AOcS ADC and AMC.

Accommodation and Messing

15 - Accommodation and messing are to be arranged for by the AOC ADC.

Medical, Dental and Chaplaincy

16 - Medical, dental and chaplaincy services are to be arranged for by the AOC ADC.
