Winter Carnival was held during the month of February - usually because you could count on significant amouts of snow during the month of February.

Well - it would appear that someone forgot to check with the weatherman. There was not one single snowflake to be seen during the Winter Carnival held in February 1970 at St. Margarets, NB.
