Two officers or sea-men on board ship. Is the insignia on the one cap that of the Canadian Navy? There appears to be a crown included. There may be a crown on both caps, although one is more shaded. An interesting and eccentric detail: the man on the right is wearing slippers. The fur collar of one is visible under the cuff of his left pant leg.
